A Marriott hotel, two mixed-use condominium towers and a pair of apartment buildings could soon be built on the western edge of Galveston’s Seawall Boulevard in an area that continues to see development.
A Houston developer plans an 11-story mixed-use complex at 10302 Seawall Blvd. – an untouched 15-acre lot with two ponds. The project would comprise 216 hotel rooms, 150 condominiums, 236 apartments, five restaurants and space for retail, said architect Steven Biegel, who is working for developer Royal Crown Enterprise.
The complex, which would be named Sachs on the Seawall, still needs Galveston’s approval to move forward. Biegel said the City Council would consider it this month. The project received Planning Commission approval in September.
If plans are approved, he expects the area to transform into an “enclave of activity.”
“The Texas Gulf Coast is a desirable place to be for Texans and for tourists, and it has to be more attractive and more compatible with the environment,” he said in an interview.
The project was first pitched by Mohamed Eldawy, owner of Royal Crown Enterprise, when his firm bought the land in December 2023, Houston Business Journal reported at the time.

Biegel has already had a hand in a nearby development by real estate firm Satya. He’s the architect and interior designer for a 10-story condo building that broke ground in December on San Luis Pass Road. Dubbed Tiara on the Beach, the building is expected to have 63 units, all with balconies and floor-to-ceiling windows.
“Where are those people going to go for retail and restaurants and convenience kind of services?” Biegel asked.
He hopes Sachs on the Seawall can be the answer.
The complex would cost $540 million and take years to build, but when it’s done, it could be a newfound juncture for housing and commerce west of the seawall.
Several hotels and multifamily housing developments already flank the still-inactive Seawall Boulevard site. Three hotels – two also by Marriott – stand to its east alongside a pair of condo complexes. Multiple other housing complexes are on the property’s west, off Cove View Boulevard and Stewart Road.
But size, scale and the mix of activity would set Sachs on the Seawall apart from its neighbors.
If the city approves the project, it could break ground by 2026 and wrap up its first phase in 2029, according to Biegel’s firm, PLACE Designers. The first phase would construct the 216-room hotel and two 75-unit condo towers, with each structure standing 11 stories. The buildings would rise up to 145 feet in the air, which would be in line with Federal Aviation Administration restrictions for the site, according to the project application.
The condominium buildings would each have two levels of commercial space with three restaurants total and more room for retail, according to Biegel’s plans. Two more eateries would be inside the hotel and on its rooftop. One of the restaurants at the “Sachs” complex would be the French restaurant chain la Madeleine.
The apartments would be the second phase and fill two buildings, each five stories tall with about 118 units, Biegel said. Fifty-nine of those would be reserved for workforce housing and 59 more would be limited to J-1 visa residents.
“Having staff close by in an apartment that is walkable is part of the whole idea here,” Biegel said.

The project team also expects four acres of green space and a walking trail around the pond area in addition to 1,078 parking spaces and roadway and safety improvements. They predict over 2,300 generated jobs and roughly $100,000 per month in hotel occupancy tax revenue.
