Facilities in the Houston area have paid over $28 million in fines to the U.S. Environmental Protection Agency for Clean Air Act violations in the past six years.
The Houston Business Journal received data from the EPA for fines assessed in Houston-area counties from 2020 through 2025, and the facility with the largest total fines by far was TPC Group Inc.’s Houston facility, which was involved in an investigation following a 2019 explosion.
The Houston-based petrochemical company’s plant in Port Neches, near Beaumont, experienced two explosions on Nov. 27, 2019, leading to an evacuation of thousands of residents within a 4-mile radius of the plant. The subsequent investigation extended to TPC’s Houston facility, where 26 claims and counts of violating the Clean Air Act were found. In 2024, TPC agreed to spend $110 million on fines, penalties and improvements at both the Port Neches and Houston facilities.
