HEBER — In a major victory for one of Imperial County’s smaller school systems, the Heber Elementary School District has been named a recipient of the 2026 Latino/a Educational Advancement and Distinction (LEAD) Award.
The honor, bestowed by the California Latino School Boards Association (CLSBA), places Heber among an elite group of just seven school districts statewide recognized this year for exceptional leadership and a commitment to elevating Latino and at-promise youth.
The LEAD Award evaluates the collective impact of a district’s leadership ecosystem, analyzing how effectively the Board of Trustees, superintendent, and administrative cabinet collaborate to shift outcomes for historically underserved student populations.
“This recognition belongs to our entire Heber family,” Superintendent Juan Cruz said in a statement. “Every day, our Board of Trustees, employees, students, families, and community partners work together with a shared belief that every child deserves an exceptional education and limitless opportunities.”
Cruz emphasized that being singled out on a statewide stage is a testament to what happens when local leadership unites behind a singular focus: student success.
A strict standard for excellence
To secure the LEAD Award, California school districts must demonstrate documented success across six rigorous categories evaluated by the CLSBA:
- Visionary Leadership: Establishing clear, long-term pathways for equity.
- Systemic Innovation: Developing programs that measurably improve student outcomes.
- Professional Governance: Maintaining high standards in district administration.
- Equity-Driven Mandates: A steadfast focus on supporting Latino and at-promise students.
- Community Impact: Creating lasting, positive relationships with local families.
- Public Advocacy: Enhancing the broader perception of public education in California.
A culture of recognition
For those watching the steady rise of the agricultural community’s school system, the award is less of a surprise and more of a validation. The distinction adds to a growing trophy case for the district, which serves a vital role in the educational landscape of the Imperial Valley.
Over the past several years, the district has steadily racked up state and national accolades. Its schools have been named California and National Schools to Watch and Capturing Kids’ Hearts National Showcase Schools.
Furthermore, both campuses in the district have secured the Recognized ASCA Model Program (RAMP) designation for counseling excellence—a rare feat for a small elementary district. This comprehensive support system has translated into tangible classroom success, with Heber consistently ranking among the top-performing elementary districts in the region.

The Heber leadership team will be officially presented with the LEAD Award during the annual CLSBA Unity Conference, scheduled for August 27–30, 2026, in San Jose.
