A Samsung supplier is growing its Central Texas footprint with a new multimillion dollar facility set for a tech hub outside of Austin. Soulbrain Texas LLC is planning to build a new $85.8 million factory in Taylor, a north Austin suburb.

In June, Governor Greg Abbott announced that Soulbrain would receive an $11.6 million Texas Semiconductor Innovation Fund (TSIF) grant to for its new U.S. manufacturing facility and headquarters in Taylor. Construction on all three of phases of Soulbrain’s 60,000-square-foot plant was expected to start in March 2025 and  was to wrap by this October, but it appears the project has faced delays.

A City of Taylor spokesperson told MySA that Soulbrain has not yet begun construction of its planned facilities in Taylor, and its latest filing seem to be related to the company’s proposed plant. Soulbrain will produce phosphoric acid for the Samsung chips that power the company’s phones, tablets, computers and other electronics.

“Our Development Services Department has informed me Soulbrain has an approved site plan and have applied for an expedited building permit, which is working its way through the City’s standard approval process,” City of Taylor Communications Manager Jerrod Kingery told MySA. “Both are required for construction to commence.”

Phase 1 of the project will support an annual production capacity of 28,800 metric tons of high-selectivity and high-purity phosphoric acid, a critical material used in semiconductor wafer cleaning and etching processes, according to a release.

Soulbrain’s latest TDLR filing is labeled as “T-Project,” which is the same project name used in all three filings for phases of the company’s Taylor headquarters. The new factory will be a 37,495-square-foot facility fit with “ASMEPC disciplines,” per the scope of work in Soulbrain’s TDLR.

ASME Personnel Certification refers to a department of the American Society of Mechanical Engineers (ASME) that manages the formal credentialing and professional validation used by engineers and technicians, according to its website. The $85.8 million facility will be located at 140 Logistics Loop East in Taylor.
