Ukraine – Air Defense Development Upgrade

The U.S. Department of State has made a determination approving a possible Foreign Military Sale to the Government of Ukraine for purchase of Air Defense Development Upgrades and related equipment and services. The estimated total cost is $2.68 billion. If the proposed purchase is concluded, Ukraine would finance it using a combination of European contributions and U.S. Foreign Military Financing appropriated during the prior Administration. The FMF will be counted as a U.S. capital contribution to the Ukraine Reconstruction Investment Fund via a 1:1 reimbursement.

The Government of Ukraine has requested to buy the following non-major defense equipment items: S-300 Clone missiles; GAM-67 missiles; Range-Extended Air Defense Laser Guided Rocket missile systems; Improvised Transporter Erector Launcher 1.5; mobile launching system modification kits; RPS 202 counter-Unmanned Aircraft System radars; erectable mast trailers, major modifications, and maintenance support; spare parts, consumables and accessories, and repair and return support; software; publications; transportation support; U.S. Government and contractor engineering, technical, and logistics support services; and other related elements of logistics and program support.

This proposed sale will support the foreign policy and national security objectives of the United States by improving the security of a partner country that is a force for political and economic progress in Europe.

The proposed sale will improve Ukraine’s capability to meet current and future threats by further equipping it to conduct self-defense and regional security missions with a more robust air defense capability. Ukraine will have no difficulty absorbing these articles and services into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractor(s) will be selected through competitive procurements conducted by the U.S. Government in accordance with the Federal Acquisition Regulation. At this time, the U.S. Government is not aware of any offset agreement proposed in connection with this potential sale. Any offset agreement will be defined in negotiations between the purchaser and the contractor(s).

Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Ukraine.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
