The National Business Aviation Association (NBAA) presented Rep. Sam Graves (R-MO) with its Silk Scarf Award during the 2026 NBAA Business Aviation Convention & Exhibition (NBAA-BACE) in Las Vegas.
The award honors Graves for his legislative leadership and commitment to business and general aviation throughout his 25 years representing Missouri’s 6th Congressional District, according to NBAA officials. Chair of the House Transportation and Infrastructure Committee, Graves previously announced he will not seek reelection to a 14th term.
During his tenure in Congress, Graves spearheaded key aviation legislation, including leading the passage of the FAA Reauthorization Act of 2024, which contained the first-ever general aviation title. He also co-founded the House General Aviation Caucus in 2009 and consistently fought against aviation user fees, NBAA officials noted.
“Chairman Graves has been among the most effective and consequential legislators in the history of the House Transportation and Infrastructure Committee,” said NBAA Interim Chief Operating Officer Dan Hubbard. “His record as a legislator is legendary, and his legacy stands as a testament to bipartisan problem-solving.”
According to NBAA officials, the Silk Scarf Award honors outstanding business aviation community members and inspires future aviators through recognition of special career contributions.
