The University of Utah’s Kem C. Gardner Policy Institute celebrated its 10th anniversary with a dinner themed “Leading with Light,” on Thursday, September 25, 2025, at the Cleone Peterson Eccles Alumni House.

Over the past decade, the Institute has become Utah’s premier source for economic, demographic and public policy research that guides community leaders and helps policymakers make informed decisions.

“Over the last 10 years, the Kem C. Gardner Policy Institute has proven to be indispensable to achieving the University of Utah’s goal of creating positive impact,” said University of Utah President Taylor Randall. “The Institute provides trusted data, rigorous analysis and forums for sharing ideas, contributing significantly to our mission of generating unsurpassed societal impact.”

To commemorate 10 years of impact, the Gardner Institute has released its 2025 Report to the Community that highlights research and community engagement. The report details the Institute’s key research initiatives from the last several years, including:

  • COVID-19: Providing critical data and analysis during the COVID-19 pandemic.
  • Long-term projections: Developing long-term economic and demographic projections for the state.
  • Housing affordability: Analyzing Utah’s housing affordability challenges and potential solutions.
  • Olympic Games: Examining the economic impacts of the 2034 Olympic and Paralympic Winter Games.
  • Great Salt Lake: Supporting the Great Salt Lake Strike Team to inform water management and mitigate the adverse effects of the lake’s decline.

Natalie Gochnour, director of the Gardner Institute, acknowledged the vital contributions of the Institute’s team and community partners: “Our talented and dedicated staff drives our success. The combination of a hand-picked and skilled team, along with the support from the University of Utah, the David Eccles School of Business and our amazing community partners, propels the Institute’s impact and strength. I know I speak for our team when I say we are excited for another ten years of impact.”

In addition to the 2025 Report to the Community, the Gardner Institute published an additional report coinciding with the anniversary.

A new monograph, Keepers of the Flame: Utah’s Olympic-Sized Opportunity, examines how Utah can leverage the 2034 Olympic and Paralympic Winter Games to address critical challenges and solidify its position as a national economic leader, previewing several opportunities and challenges facing Utahns leading up to the 2034 Olympic Games.

“The global spotlight of the 2034 Games provides a powerful motivation and deadline for Utah to make strategic investments and pursue innovative solutions to many of our state’s most troubling challenges,” said Gochnour. “By proactively addressing our challenges and building on our strengths, Utah’s Olympic legacy will extend far beyond the Games.

The Utah Community Needs report highlights the top community needs for low- and moderate-income individuals in Utah as they relate to affordable housing and community services and how they can be addressed by financial institutions participating in the Community Reinvestment Act (CRA).

The report summarizes Utah’s community needs that can be addressed by CRA activities, including the needs of small businesses and the general community through the high concentration of commercial banks, industrial banks and other financial institutions that engage in CRA activities throughout the state.
