The Indiana Chamber’s latest legislative rankings show State Reps. Matt Lehman of Berne and J.D. Prescott of Union City earning top marks for supporting pro-economy and pro-jobs legislation during the 2025 session. Both lawmakers received a 100 percent score for their voting records, aligning with the Indiana Prosperity 2035 plan, which focuses on child care, economic development, education, energy, health care, public finance/taxation, and road funding.
According to a statement from Indiana House Republicans, Lehman said he was proud to earn a perfect score on the Chamber’s 2025 Legislator Scorecard. Prescott also emphasized the importance of supporting policies that encourage business growth and family stability.
Key legislative measures contributing to the rankings included House Enrolled Act (HEA) 1003 on reducing health care costs, HEA 1002 on easing education regulations and expanding flexibility, and HEA 1007 on addressing the state’s energy needs. Senate Enrolled Act 1, which provides property tax relief and reform, was also included.
Indiana has also gained recognition in national business rankings. Chief Executive Magazine and Forbes listed Indiana as one of the best states for business, with Forbes ranking it first in the Midwest and second in the nation. These rankings coincide with the Indiana Chamber’s recognition of Lehman and Prescott’s legislative efforts.
