HOUSTON, Texas – The RioPlex region covers the Rio Grande Valley and northern Tamaulipas. The RioPlex brand was created by the CEO Group, which came out of Hidalgo County Judge Richard Cortez’s Prosperity Task Force.
The RioPlex group hosted the “Texas Port to the Stars Foreign Direct Investment Summit” at the Westin Galleria in Houston on April 10th, 2025. It was the first time the region had promoted itself at a summit held outside its boundaries.
A reception was held on April 9th. Kicking off the event was Joaquin Spamer, president and founder of CIL Group and a board member of RioPlex. Spamer introduced the new board of directors of RioPlex and played a new video the group has produced. Here is a video recording of his remarks:
