Phoenix proposal aims to grow EV charging network, closing gaps in low-income areas

A new plan drafted by the city of Phoenix calls for up to 1,900 high-mileage electric vehicle charging ports across the Valley.

The city’s Charging Action Plan found metro Phoenix requires more high-powered charging ports by 2030 to match projected demand from high-mileage vehicles (HMV).

The proposal said HMVs — such as rideshare, delivery, autonomous and non-emergency medical transport vehicles — are prime candidates for electrification, and many would want to make the change, but “the charging network around them has not kept pace with the realities of their work.”

The proposal was developed by the city of Phoenix in collaboration with C40 Cities, a network of over 100 mayors worldwide; and engineering and design firm WSP. It was designed to close gaps in the Valley’s charging network by concentrating investment in areas with the most need while lowering operating costs for residents, reducing emissions and providing more reliable access for renters with limited access to chargers.

The plan also identifies high-volume destinations like Sky Harbor, Westgate and Old Town for additional capacity to act as community charging hubs.

As of 2026, the Phoenix Metro area has approximately 950 EV charging locations with more than 2,700 ports. The ports are concentrated in high-income areas, and coverage thins in the West Valley and urban fringes.

The proposal recommends the network integrate different charger types to meet the specific needs of all drivers, including for personal vehicles as well as HMVs.

In addition to the recommended goal of 1,900 HMV-usable public ports, the city said it plans to have a fleet of 500 EVs by 2030.

The proposal also recommends the chargers be shaded. Summer heat conditions can reduce effective range in EVs by 20-30%.

The city’s draft proposal is open for public comment through Oct. 14.
