Welcome to The Outlaw Report’s Q&A series, focused on the cannabis landscape of the Mid-Atlantic. Our series aims to shine a spotlight on the trailblazers and experts who are shaping the local cannabis industry. Through their first-hand experience and insights, we explore the successes, challenges and stories of businesses and individuals at the forefront of cannabis policy, business and innovation in the region. We chatted with Dr. Abby Chalasani, the CEO, owner and clinical director of Kent Reserve – Maryland’s first new social equity lottery licensee to open. Chalasani is a Pharm.D graduate from Notre Dame of Maryland University.

What inspired you to start in the cannabis industry?

As someone who comes from a family-run pharmacy business, I’ve always been drawn to healthcare and helping people feel better. Entering the cannabis space felt like a natural extension of that—offering alternative wellness solutions, especially in underserved communities. I saw how cannabis could be both healing and empowering, and I wanted to be part of building something meaningful.

What spurred your application to Maryland’s social equity round? Were you surprised that you won?

I applied because I believe equity in this industry is essential. As a woman and social equity applicant, I felt it was time for voices like mine to have a seat at the table. I saw the social equity round as a unique chance to bring our values, care, and community focus into the industry. And yes—I was definitely surprised and deeply honored to be selected. It’s been incredibly humbling.

What was the most difficult part of getting the store open?

Everything takes time—navigating regulations, building a compliant operation, and securing funding was no small feat. But what surprised me most was how emotionally intense it was—staying motivated through delays, balancing family responsibilities and staying true to our mission. It was worth every moment.

Any advice for other licensees?

Surround yourself with good people. Hire slow, ask questions, and lean into your community. The cannabis space can feel overwhelming at first, but staying grounded in your “why” makes the rest follow. And never be afraid to ask for help—collaboration is powerful.

What is unique about the store and what it can offer to customers?

Kent Reserve is the only dispensary in Kent County—and we serve not just our town, but neighboring counties and even Delaware. We focus on care and education—helping first-time patients and longtime users alike find products that truly support their needs. We’re deeply rooted in this community, and it shows in everything from our product selection to how we train our team.

What are you most looking forward to in Maryland’s cannabis market over the next year?

I’m excited to see more diversity and innovation. As the market matures, I’m hoping for more partnerships with small growers and craft product makers, especially those from equity backgrounds. I also look forward to helping normalize cannabis in everyday wellness—through education, access, and consistent care
