Guaranteed income program coming to Chicago in stimulus checks

If you’re in Chicago, you may be receiving the benefits of a guaranteed income. Mayor Brandon Johnson is thinking about bringing back the city’s Resilient Communities pilot program, which gave out $500 monthly payments in 2022. They’re looking at doing the same thing in 2024 for low-income households. These kinds of payments are meant to help families keep up with rising costs and cover everyday expenses.

The Chicago Resilient Communities Pilot will be run by the City of Chicago’s Department of Family and Support Services (DFSS), with a nonprofit called GiveDirectly handling the details. This program not only provides financial relief but also aims to study the long-term impacts of guaranteed income on economic stability and community well-being.

Restarting this program is part of the city’s plan to use up $576 million in federal funds from the American Recovery Plan Act of 2021. They need to spend the money by December 31, 2024, or else it goes back to the federal government. By investing these funds into the community, the city hopes to create a more resilient and equitable economic environment for its residents. Details about the program

Here’s how it worked in 2022: If you met the eligibility requirements, you entered a lottery to get the $500 monthly payments. Only one application per household was allowed, and 5,000 homes were picked at random. The lottery prioritized low-income households and areas with a history of economic hardship. To qualify, you needed to:

  • Be a Chicago resident
  • Be at least 18 years old
  • Have faced financial hardship due to COVID-19
  • Have a family income at or below 250% of the federal poverty line (under $36,450 for one person, or under $75,000 for a family of four)

Additionally, the program aimed to provide comprehensive support to recipients. Financial counseling and resources for job training and education were made available to help families maximize the benefits of the guaranteed income. This holistic approach was designed to create lasting economic stability and improve overall quality of life for participants.

As for other public benefits, this stimulus money doesn’t count as income for many programs like Medicaid, TANF, SSI, SNAP, and public housing. But it might affect eligibility for some programs, such as WIC. When in doubt, contact your benefits case manager and provide proof of enrollment along with GiveDirectly’s tax and benefit details.
