The City of McAllen is proud to announce the selection of Omar Sotelo as its new Director of the McAllen Planning & Zoning Department. With nearly two decades of experience in urban planning, architecture, development coordination, and regulatory compliance, he brings a wealth of knowledge and leadership to his new role. Sotelo, who has been with the City of McAllen since 2016, steps into this position after serving as Development Coordinator, where he played a key role in zoning recommendations, site plan approvals, and development proposals.

He has been an integral part of McAllen’s Planning Department, with his expertise including zoning, site plan reviews, building permits, historic preservation, and development regulations, all of which play a critical role in shaping McAllen’s future. Sotelo also has a strong background in project management, safety compliance, and customer service, ensuring that development aligns with city codes and long-term sustainability goals.

Sotelo’s career also includes experience in historic preservation, construction project management, and public engagement. His work with the City of San Antonio’s Historic Preservation Division and his time as a Program Manager in residential construction have strengthened his ability to balance growth with community character and regulatory adherence.

“As McAllen continues to grow, having an experienced leader like Omar as the head of our Planning & Zoning Department is invaluable,” said McAllen City Manager Isaac J. Tawil. “His deep understanding of planning, zoning, and development—combined with his commitment to public service—will help ensure that McAllen’s expansion remains smart, sustainable, and community-focused.”

In his new role, Sotelo will oversee the city’s land use policies, zoning regulations, development coordination, and the implementation of the Envision McAllen Comprehensive Plan. He will work closely with developers, residents, and city leaders to ensure that McAllen’s growth remains efficient, well-planned, and beneficial for all stakeholders.

A graduate of the University of Texas at San Antonio with a Bachelor of Science in Architecture, Sotelo has received extensive training in development codes, urban planning, and public management.

“I am honored to take on this role and continue serving the City of McAllen,” said Sotelo. “McAllen is growing rapidly, and I look forward to working with city leaders, developers, and residents to ensure responsible and innovative growth that benefits our entire community.”
