The affordable housing lottery has launched for 163 Willoughby Street, a 27-story mixed-use building in Downtown Brooklyn. Developed by the Jay Group and designed by J Frankl Architects, the structure yields 90 residences. Available on NYC Housing Connect are 20 units for residents at 80 percent of the area median income (AMI), ranging in eligible income from $75,669 to $146,560.

Amenities include a dog park, dog washing station, garage, bike storage lockers, package lockers, shared laundry room, common area Wi-Fi, gym, spa, yoga and dance studio, pool, media room, party room, recreation center, business center, children’s play room, coworking space, and a rooftop terrace. Residences are equipped with washers and dryers, air conditioning, smart controls for heating and cooling, high-speed internet, intercoms, and name-brand kitchen appliances, countertops, and finishes. Tenants are responsible for electricity, including stove and heat.

At 80 percent of the AMI, there are five studios with a monthly rent of $2,063 for incomes ranging from $75,669 to $108,560; five one-bedrooms with a monthly rent of $2,199 for incomes ranging from $81,018 to $122,160; and ten two-bedrooms with a monthly rent of $2,616 for incomes ranging from $97,235 to $146,560.

Prospective renters must meet income and household size requirements to apply for these apartments. Applications must be postmarked or submitted online no later than July 27, 2026.
