A major step toward strengthening Latvia’s role in the European offshore wind supply chain is underway as the Freeport of Riga Authority launches the development of a large-scale wind technology manufacturing complex in Kundziņsala.
The project, titled Development of Wind Technology Production Complex in Kundziņsala, represents a total investment of EUR 85 million, with EUR 54.9 million financed by the European Regional Development Fund and EUR 9.7 million from the state budget.
The initiative will transform the northern part of Kundziņsala into a key industrial hub for the production of both offshore and onshore wind energy technologies and components.
Aligned with global trends in renewable energy and sustainability, Kundziņsala is being developed into a center for advanced manufacturing, logistics, and high-value-added services.
This transformation is expected to enhance Latvia’s energy independence, boost economic competitiveness, and contribute to the EU’s climate neutrality goals.
As part of the project, the Freeport of Riga Authority will develop critical infrastructure including: Deep-water berths with increased load capacity, engineering networks and shore reinforcement, access roads, a railway crossing, and new logistics facilities, and dredging of the water area and reconstruction of existing infrastructure.
The Freeport will maintain this infrastructure long-term, aiming to attract an additional EUR 40 million in private investment.
Currently, the Freeport of Riga Authority has secured funding agreements with the Central Finance and Contracting Agency, finalized an initial technical development concept, and launched procurement for the first construction phases.
