HARRISBURG, Pa. (WHP) — Crews will break ground Tuesday morning on a new apartment building that will bring 48 new affordable homes to Pennsylvania’s Capital city.
Woodward Lofts, located at a long-vacant property at 1001 N. 18th St., will create more energy-efficient and affordable housing options in Harrisburg’s Allison Hill neighborhood, according to the Latino Connection Foundation, which is holding a groundbreaking ceremony Tuesday at 9 a.m.
The foundation said the apartment building will offer 48 units, including one-, two- and three-bedroom apartments to households that earn less than or equal to 60% of the area median income.
The building is expected to offer on-site case management and access to financial literacy training, workforce training and health resources.
It comes as nearly 46% of Dauphin County households struggle to afford the basic necessities, Latino Connection Foundation said.
“Woodward Lofts will stand as a model for equitable neighborhood reinvestment—combining affordable housing, wraparound support, and economic opportunity to help working families thrive,” the foundation wrote in a press release.
The Latino Connection Foundation said the $15.2 million project is supported by the City of Harrisburg, Dauphin County, the Pennsylvania Housing Finance Agency and private partners.

“This project has been a dream for a long time, and standing here today makes it feel real,” said George Fernandez, Founder of Latino Connection Foundation, in a press release. “Allison Hill has waited far too long for real investment that supports families and strengthens the neighborhood. Woodward Lofts is one step toward giving this community the quality, affordable homes it deserves.”
