On January 3, during the first Cabinet of Ministers meeting of 2025, the main priorities and directions for the government’s work were discussed. One of the key issues was security and defense, particularly the development of the Ukrainian defense-industrial complex.

“We have a record budget to support our army and strengthen the defense industry. A total of 2 trillion 230 billion hryvnias have been allocated for defense and security. Every hryvnia of taxpayers’ money from the state budget will be directed to these needs,” stated Prime Minister Denys Shmyhal.

The production plans for domestic defense-industrial enterprises in 2025 involve increasing existing production capacities to $30 billion.

Long-term state contracts, ranging from 3 to 5 years, will be signed with manufacturers.

The task from the President of Ukraine is to produce at least 30,000 long-range drones. Our focus is on increasing production of all types of drones: from FPVs to Ukrainian “Mavics.”

Ukrainian enterprises plan to produce around 3,000 cruise missiles and drone missiles.

As part of the ZBROYARI: Manufacturing Freedom initiative, over $1 billion in funding from partners is expected to be attracted in 2025. The “Danish model” of financing will also continue to be implemented.

According to Prime Minister Denys Shmyhal, total expenditures on weapons and military equipment will amount to at least 739 billion hryvnias.

“To support the development of Ukraine’s defense-industrial complex in 2025, the government has allocated 54.5 billion hryvnias. Tasks have been set, and we are working on implementing plans and projects. Thank you to the government for supporting Ukrainian weapon manufacturers,” said Minister for Strategic Industries of Ukraine, Herman Smetanin.
