A new 10-year transportation plan lays out billions of dollars in potential road and freeway work across the Houston region, including a massive overhaul of some of the city’s busiest interchanges.
Gov. Greg Abbott and the Texas Department of Transportation (TxDOT) recently announced the 2027 Unified Transportation Program (UTP), which projects $138 billion in transportation investments through 2036. While the plan does not guarantee that projects will be built within that timeframe, it identifies the state’s transportation priorities.
“These investments will improve mobility, enhance connectivity, and make our roads safer for everyone,” Texas Transportation Commission Acting Chair Alvin New said in a recent news release.
But how much of that investment could support projects in Houston?
The 2027 UTP spreadsheet lists 38 Houston District projects with combined estimated construction costs of $10.64 billion. The Houston District includes Harris, Fort Bend, Brazoria, Galveston, Montgomery and Waller counties.
Notably, the $10.64 billion covers only the projects listed in TxDOT’s spreadsheet—not every Houston-area project or funding source. About $6.8 billion of the listed construction costs falls within the 2027-2030 potential letting window, while about $3.9 billion is scheduled for 2031-2036.
Three projects on the 2027 UTP are listed as ‘new authorization,’ accounting for a combined total of roughly $307 million in estimated construction costs:
Houston’s freeway overhaul is continuing through the state’s 10-year transportation plan, with projects planned along I-45, I-10 and I-69.
I-45 remains the Houston District’s largest investment, with five projects totaling an estimated $5.23 billion—about $270 million more than the 2026 UTP. The total includes one project in Galveston County.
The largest—estimated at $2.2 billion—would rebuild the I-45/I-10/I-69 interchange, widen I-45 and add four non-tolled managed lanes to I-10. TxDOT anticipates executing a design-build contract in March 2028, with design and construction beginning in June 2028, according to project details released by the agency in February.
Four of the five I-45 projects and the listed I-69 project show no funding change in the 2027 plan. That means most are continuing under their previously listed funding.
I-10 is the second-largest investment in the Houston District, with nine projects totaling about $2.57 billion. The projects stretch from central Houston through Harris, Fort Bend and Waller counties.
For Houston drivers, the main takeaway is that major freeway changes are planned, but they will unfold over many years.
