FULSHEAR, Texas (KTRK) — Fulshear City Council members will meet Tuesday night to discuss a major development proposal that could transform an open field off FM 1093 and FM 359 into a hub with a hotel, sports facility, and retail.
The project is called Fulshear Town Square. It is still in the conceptual stages, but renderings from the Johnson Design Group show plans for the city’s first hotel, a sports complex, a fitness center, medical offices, grocery stores, and more.
The Johnson Group’s plan also includes ideas for what are called Fulshear Luxury Lofts, which could bring more residential space to the area.
Mayor Don McCoy said the project could cost around $250 million, but it is still not clear how it will be paid for.
Fulshear is in Fort Bend County and, according to U.S. Census Bureau population estimates, is the second-fastest-growing city in the country.

“Fulshear, as many know…we’re one of the fastest-growing cities in America,” McCoy said.
That growth is part of why McCoy added the proposal to Tuesday’s city council meeting.
“Kids here love sports — they have volleyball tournaments, we have basketball tournaments, we could attract those,” McCoy said. “It could be a combination convention center. Well, where are those people going to stay when they come out here to do those sorts of things? Why not have a hotel component in the development where they could actually stay and shop and eat all right there within walking distance.”
Manuel Atenco, who has served customers at his restaurant, La Balance Cafe Mexicana, in Fulshear for nine years, said he has seen a significant shift in recent years.
“Now we got more houses around us; before, it was just ranches and not a lot of people coming this way, but now they move from the West Coast, East Coast, buying houses,” Atenco said.
He said the project would benefit his business and the city.
“For me, great; for the city, even better because the city is getting more money,” Atenco said.
At Tuesday’s meeting, council members were also set to discuss possible financing options, including a tax increment reinvestment zone or a municipal management district, McCoy said.
If the discussion moves forward, the next step would be to work on a memorandum of understanding for the potential project, according to McCoy.
