Ballot returns in California’s 13th Congressional District showed stronger participation among older voters, Democrats, and Latino voters during the opening week of the 2026 primary election cycle.
Political Data, Inc.’s ballot tracker covered returns for May 4 through May 11, showing 1,917 ballots had been returned out of 346,531 ballots tracked in the district, or about 1%. The track follows returned ballots; it doesn’t show how people voted, just that they have voted.
Democrats accounted for the largest share of returned ballots at 48%, with 918 ballots returned during this period. Republicans made up 34% of returned ballots with 644 returns, while voters with no party preference or other affiliations accounted for 19% with 355 ballots returned.
Older voters represented the largest share of early participation.
Voters 65 and older accounted for 54% of returned ballots with 1,036 returns, despite making up about 20% of all ballots tracked in the district. Voters ages 18-34 made up 10% of returned ballots with 199 returns, while voters ages 35-49 accounted for 15% and voters ages 50-64 made up 20%.
Latino voters represented the largest share of ballots tracked overall, accounting for 43% of returned ballots, with 706 returns during the reporting period. White and other voters made up 38% of returned ballots with 615 returns.
The 13th District was redrawn under Prop 50. It now includes parts of San Joaquin, Stanislaus, Merced, and Fresno counties. According to Ballotpedia, the candidates for this primary election include:
