Phase 1 of massive industrial project planned near TSMC campus in North Phoenix

Development surrounding Taiwan Semiconductor Manufacturing Company’s North Phoenix facility is continuing to ramp up.

Mack Real Estate Group (MREG) and McCourt Partners announced plans on Monday for the first phase of industrial buildings for lease inside the roughly 2,400-acre Halo Vista master-planned community.

The initial buildout comes on the heels of TSMC’s announcement to increase its total Arizona investment to $265 billion.

Located at the northwest corner of Dove Valley Road and 43rd Avenue, the development team aims to attract TSMC suppliers, service providers, advanced manufacturers and distribution companies to the site.

Designed by Ware Malcomb, Phase I features seven buildings totaling more than 780,000 square feet. The spaces range from 43,000 to 203,000 square feet to support high-tech manufacturing and supply-chain logistics.

The full multi-phase industrial footprint at Halo Vista is expected to encompass roughly 2.5 million square feet.

“Land appears abundant in the area surrounding TSMC, but the reality is that industrial zoned land is constrained in this immediate submarket, and users need top-of-the-market buildings that are ready to use,” Richard Mack, CEO of Mack Real Estate Group, said in a release. “Halo Vista will deliver them at TSMC’s doorstep.”

Site development for the initial phase of industrial buildings is scheduled to break ground in the fourth quarter of 2026. Real estate firm CBRE will manage leasing and sales.

Jordan Lang, President at McCourt Partners, stressed that the development team is looking beyond individual buildings to establish an integrated hub.

“As advanced manufacturing continues to localize, there’s a growing need for environments that bring together production, logistics and infrastructure in one place,” Lang said. “By approaching this holistically, we’re creating a foundation that can support sustained growth in a way that is both intentional and long-lasting.”

The move comes as MREG finishes leasing up its nearby Mack Innovation Park Deer Valley industrial hub, another North Phoenix project capable of hosting up to 2.6 million square feet. MREG has leased over 90% of that site, which included completing 583,000 square feet of leasing activity and selling over 90 acres of land to TSMC suppliers in 2025.

The new industrial footprint will sit west of Halo Vista’s initial retail and hospitality phase announced in late 2025, which includes plans for a Costco, Marriott hotel properties along Dove Valley Road and a large automotive retail center near Interstate 17 and Carefree Highway.

Overall, the Halo Vista master plan spans 30 million square feet of mixed-use development, including research districts, office space, a manufacturing hub and up to 8,960 residential units.
