Greece, N.Y. — Phoenix Tailings is preparing to open a rare earth separation facility in the Rochester area.

Gov. Kathy Hochul announced Oct. 20 that the Massachusetts-based company chose Eastman Business Park for a new $375 million, 500,000-square-foot facility that will process metals used in the production of electric vehicles, electronics and defense equipment.

The company announced Thursday that the facility, located off Lexington Avenue, will benefit from an estimated $54.2 million in state, local and infrastructure incentives.

“Part of the incentive with the state and local community is to upgrade that building and make it more suitable for what we need to do to make an ecosystem to move fast,” CEO Nick Myers said. “But we are not building buildings. We are building major metal production. That’s the key thing.”

The company said production on the facility will ramp up in 2027, with full production planned for 2028. It’s expected to bring 90 jobs at launch, and more than 200 when fully operational.
