San Antonio Pearl plans 10-building retail expansion

One of San Antonio’s most beloved landmarks could look completely different next year. A local real estate company has ambitious plans to expand the Historic Pearl, bringing more retail options to the already-buzzing district.

The city’s Oxbow Development Group (Oxbow) recently announced a proposed project to add 10 buildings to the Pearl, totaling about 85,000 square feet. If approved, visitors would be able to shop at new businesses along Avenue A.

In particular, the existing Garage structure at 250 E. Grayson St., adjacent to Stable Hall, would be transformed into a series of smaller buildings housing multiple storefronts.

Currently, it sits quietly with dusty windows. But the remodel would turn it into a “beautiful, shaded, pedestrian-friendly experience,” Oxbow says, and capitalize on the space’s potential to make it financially feasible. Located at the intersection of Grayson Street and Avenue A, it’s at the corner of one of the Pearl’s most visible areas. There’s untapped potential to bring more activities and retail options to community members. 

“Pearl has long been described as both a magnet and a business card for San Antonio, and that has been true for our business here for the past 13 years,” owner of The Tiny Finch, Karen Lee Zachry, said in the release. “When guests can walk to everything, it changes how they experience a place. As Pearl keeps growing, that walkability is what’s going to keep bringing people back, not just to shop, but to make a day of it.”

Rio Perla Properties, which owns the Pearl complex, has already submitted four filings with the Texas Department of Licensing and Regulation for seven retail buildings, representing roughly a $12 million investment. A Pearl spokesperson confirms to MySA that these filings are all related to the Avenue A project.

Two are listed at 303 Pearl Parkway, inside Buildings 5-1 and 5-2. Another lists three at 350 E. Grayson St. The third cites one at 618 Avenue A, inside Building 4-1, while a separate filing lists one at 300 E. Grayson St., inside Building 2-1.

“While we can’t share retail category specifics at this time, we can share that we’re intentionally developing a unique, curated, community-aligned shopping and leisure experience,” the spokesperson said.

But the enhancement doesn’t end at retail. Oxbow says the remodel would also transform Pearl Parkway, which closed to vehicle traffic in 2020, “into a guest-friendly space designed as an invitation to linger and enjoy the area,” Oxbow wrote in the release. It’s part of Pearl’s larger mission to be a “walkable setting that responds to the local climate while enhancing pedestrian comfort.” While parking spots are sometimes hard to find at Pearl, another garage on Avenue B would be available for overflow parking during construction and after opening, Oxbow says.

Other entities involved in the expansion are developer, investor, and operator 3-O Real Estate Partners, Don B. McDonald Architects, and the design team at Alamo Architects.

The city’s Historic and Design Review Commission (HDRC) will consider the plan at a meeting on Wednesday, October 7, 2026. Oxbow says crews would break ground at the site in early 2027 and complete construction in late 2027.
