Proposition 39 requiring voter ID fails

Proposition 39, which would have required voters to present a government-issued ID when voting in person, is projected to fail.

With 50% of the expected vote in, Proposition 39 has failed, with 60% of voters rejecting the proposition and 40% in favor.

If voting by mail, people would have to write the last 4 digits of their ID, or last 4 digits of their social security number on the outside of their ballot envelope.

The measure was backed by the California Republican Party. Supporters argue the measure would improve election security but opponents say Prop 39 would discourage people from voting.
