Few figures have been as pivotal in shaping the international cannabis industry as Alex Rogers, founder of the International Cannabis Business Conference (ICBC). In 2014, Rogers envisioned a global network where entrepreneurs, policymakers, and advocates could collaborate to push cannabis reform forward. ICBC began in the United States at a time when legalization was still in its infancy. Recognizing that industry growth and policy modernization were inextricably linked, Rogers expanded to Canada and later to Europe. Today, the conference is a crucial meeting ground where cannabis investors, regulators, and business leaders shape the future of the industry. Germany’s legalization efforts have been a major focus. The country’s new cannabis law, enacted on April 1, 2024, allows adults to possess up to 25 grams in public and cultivate up to three plants at home. This reform has positioned Germany as a leader in European cannabis policy, setting the stage for broader change across the continent. However, new political dynamics—including the 2025 federal election—could challenge further progress.

Berlin: A Key Event in a Pivotal Year

ICBC’s upcoming conference in Berlin on April 29-30 will take place at a critical moment for European cannabis reform. The Berlin conference, the largest and longest-running cannabis B2B event in Europe, will examine Germany’s post-election cannabis landscape. Topics will include the impact of the Cannabisgesetz, challenges for cannabis social clubs, and the future of medical cannabis, which has seen exponential growth since cannabis was removed from Germany’s Narcotics List.

Navigating International Challenges

Expanding ICBC across continents has not been without obstacles. Each jurisdiction presents unique regulatory hurdles, cultural differences, and political complexities. Rogers attributes ICBC’s success to its ability to adapt while staying true to its mission. “Understanding each respective area’s culture and customs is imperative to success,” he explained.
