The Festival Latino, a celebration of the Latino culture, returns to Ogden Park in Wilmington.

The festival was started by Lucy Vasquez of Amigos Internacional for the Latino Immigrant community more than 20 years ago. At the time, Vasquez said the Latino community was hidden, frightened and very cautious and was in need of so much attention, with so many needs.

“The resources and programs were there, easily accessible to the community at large but not for those that could not understand the language or even know where to look,” Vasquez said.

The festival, in its 24th year, is slowly transitioning to become the “International” festival.
