Salt Lake City is inviting residents, neighborhood groups, and neighborhood business district organizations to submit ideas for major improvements in their communities through the City’s annual Capital Improvement Program (CIP).
Unlike a traditional city budget process, Salt Lake City’s CIP gives residents a direct way to propose projects for City funding—not just comment on projects already planned by City departments. Eligible ideas can include improvements to parks, streets, sidewalks, bridges, transportation features, and other City-owned facilities.
Each year, resident-submitted projects are considered alongside proposals from City departments as the City decides where to invest in building, repairing, and upgrading public infrastructure.
What kind of projects can be funded?
To qualify for CIP, proposed projects must:
- Cost at least $50,000
- Last five years or more, or 10 years or more when impact fees are used as a funding source
- Build, improve, or replace a City-owned asset
- Include community outreach or another form of public engagement
Equipment purchases and regular maintenance—like vehicles, a fire engine, fixing a leaking roof, or painting park benches—do not qualify unless they are part of a larger infrastructure project.
How it works
The CIP process takes at least one year. After ideas are submitted, City departments review them for potential collaboration, and an advisory board reviews and prioritizes eligible projects. Recommendations then go to the Mayor and City Council through the annual budget process. Funding is competitive, with final decisions by the City Council in late summer each year.
Examples of constituent-proposed projects approved for the 2026-27 fiscal year include:
- Adding a flashing-light crosswalk near Mead Avenue and West Temple
- Improving crossings near Rose Park Elementary to make walking and biking to school safer
- Creating a fenced off-leash dog area at Wasatch Hollow Park
- Building missing sidewalks near Highland Park Elementary on Kenwood Street and Atkin Avenue
- Adding lighting to the pickleball and tennis courts at Glendale Park

Salt Lake City residents must submit the online CIP Constituent Application at myslc.gov/funding by 11:59 p.m. on Wednesday, September 30, 2026.
